[KtN Reporter Park Joon-sik] The Fair Trade Commission imposed a fine of 25.7 billion won on Kakao Mobility for limiting competition by preferential treatment of affiliated taxi drivers.

The Fair Trade Commission imposed a corrective order of 25.7 billion won and a corrective order on Kakao Mobility, saying Kakao Mobility favored franchise taxis by manipulating Kakao T App's medium-sized taxi dispatch algorithm.

Kakao T App's general medium-sized taxi call brokerage service, so-called general calls, gave preferential treatment to franchise taxi drivers were given preferential treatment.

According to the Fair Trade Commission's investigation, Kakao Mobility has been preferential to affiliated taxi drivers by manipulating the application's algorithm from 2019 to recently.

When a taxi call occurs from a passenger, it is said to have been driven to a franchise driver first, or excluded or reduced short-distance distribution less than 1km, which is less profitable.

In addition, it said that from April 2020, the distribution logic has been changed so that franchise drivers with high acceptance rates can receive more distribution than non-blind drivers.

The Fair Trade Commission explained that as the income of affiliated drivers was higher than that of non-affiliated drivers, the number of affiliated drivers contracted with Kakao Mobility increased, which led to more than 90% of the Kakao T app's market share.

Kakao Mobility's share of affiliated taxis surged from 14.2% at the end of 2019 to 73.7% at the end of last year.

Yoo Seong-wook, director of the Fair Trade Commission's market monitoring bureau, said, "There is a concern that the number of passengers and drivers who are stuck in Kakao T app will maintain and strengthen their dominance in the general calling market, and raise passenger call fees and driver fees.

Kakao Mobility said it is considering a legal response to the FTC's announcement, saying it is groundless, and refuted that there was no algorithm manipulation, saying that the acceptance rate of calls is relatively low because non-blind taxis pick up depending on the passenger's destination.
